2003 Sports Fest Tournament Rules

Injuries/Liability
Participation in The Sports Fest at UOP is a purely voluntary activity, and individuals participate at their own risk. Participants should be aware of the possibilities for bodily injury and should understand that they are responsible for any and all costs arising out of injury or property damage sustained through participation.
1) Equipment
A. Ball
1. Regulation soccer balls will be used.
2 If during play the ball becomes deflated, it becomes dead where it was last played, the game is restarted by a drop ball at that spot.
B. Players
1. Proper athletic clothing is required: i.e. shorts, t-shirts, warm-ups, etc.
2. All players must wear some type of tennis or soccer shoe. Screw in cleats are allowed, but metal studs are not. Players that are found with metal studs or other dangerous objects will not be permitted to play in those shoes and can be suspended from the match.
3. No watches may be warn.
2) Number of Players
A. Seven(7) players shall constitute a team. A game may not be started with less than the minimum number of players, six (6). At least 3 females are needed in the game at all times.
3) Substitutions
A. Unlimited substitutions are made on a dead ball.
1. Prior to a goal kick
2. After a goal
3. Prior to a throw in when play is officially stopped for an injury, substitutions may occur, including injured players.
B. No substitute is permitted for a player ordered off the field by the referee.
C. To avoid a forfeit, the required number of total players must be present, along with the required male/female ratio within 10 minutes of the scheduled match time.
4) Length of Game
A. The game shall consist of two (2) 20 minute halves with a five (5) minute half time.
5) Referees
A. Referees jurisdiction begins at kickoff. The referee may stop the match for any rule infringement and suspend or terminate the game whenever s/he deems necessary.
B. If the referee deems a player’s action is serious enough, a yellow card will be given to that player. Two yellow cards will result in a red card being issued to indicate expulsion from the match. Coaches and fellow team members are also subject to this rule. Any flagrant action will be penalized with a red card, which results in immediate expulsion from the game. The ejected player cannot be substituted by another player.
C. All protests involving playing rules will be settled on the playing field.
D. An official’s judgment may not be protested.
6) Start of Play
A. A coin toss shall be used by the referee to allow the captain winning the toss to choose either to kickoff or to defend a goal in the first period.
B. At the referee’s signal, the match shall be started by a player directing a place kick into his/her opponent’s half of the field. (The ball must travel at least the circumference of the ball before it can be played) Every player shall be in his/her respective half of the field and every player of the team opposing that of the kicker shall remain not less than 10 yards from the ball until it is kicked off. A goal may not be scored directly from a kickoff.
C. The kicker may not play the ball again on the kickoff until it has been touched or played by another player.
D. After kickoff, the ball may be kicked in any direction by the second and subsequent players.
E. After a goal is scored, the team scored against shall restart play by a kickoff.
F. Teams will change ends of the field at the start of the second half. A kickoff will also start the second half.
G. When restarting the game after a temporary suspension of play, except on a free kick, the referee shall drop the ball at the location where the play was suspended, except in the penalty area; and it shall be deemed in play when it touches the field. A player shall not play the ball until it has touched the field. A violation of this rule shall give the ball to the non-violating team on the nearest touch line. When in the penalty area, the ball shall be dropped at the nearest point outside the penalty line.
H. A goal may be scored directly from a drop ball.
7) Ball In and Out of Play
A. The ball is out of play when:
1. It has completely crossed the goal line or touch line either on the ground or in the air.
2. The game is stopped by the referee.
B. The referee shall blow a whistle when the ball is put back into play after it has crossed the touch line at the point on the touch line where it went out of play. The throw in may be in any direction by a player of the team opposite to that of the player who last touched it.
C. The ball is in play at all other times from the start of the game to the finish including:
1. If it rebounds from a goal post or crossbar into the field of play.
2. In the event of a supposed rule violation, until a whistle is blown.
3. The referee is part of the playing field. Any ball that bounces off of him/her is still considered in play.
D. The ball is put back into play, after having been out of play, in the following ways:
1. When the ball crosses a side line, a throw in is used to put it back into play.
2. When the ball crosses a goal line, either a goal kick or corner kick is used to put it back into play.
3. When a game has been temporarily suspended for an injury, deflated ball, etc., play will begin with a drop ball. The ball is in play when the ball hits the ground.
8) Method of Scoring
A. A goal is scored when the ball has entirely and legally entered the goal (over the goal line, between the goal posts and under the crossbar).
B. If the defending team deliberately uses hands or arms to stop a goal, it should still be
counted as a goal if it goes in. If it does not go in, the attacking team is awarded a direct free kick. (If within the penalty area, a penalty kick is awarded).
9) Fouls and Misconduct
A. A player shall be penalized if s/he intentionally:
1. Handles the ball (i.e., carries, strikes, or propels it with the hand or arm)
2. Trips an opponent, including throwing or attempting to throw an opponent by the use of the
legs.
3. Pushes an opponent, with his/her hand or with any part of arm.
4. Holds an opponent.
5. Uses illegal blocking. Note: Shoulder to shoulder charging is only body blocking permitted and only when the ball is in playing distance.
6. Plays dangerously (i.e., kicks, strikes, attempts to kick or strike, jumps at an opponent, charges in a violent or dangerous manner, or kicks dangerously high in front of opponent).
7. Executes a sliding tackle from behind.
8. The advantage rule will be used at the discretion of the referee.
B. The penalty for any infringements of fouls A-1 through A-7 shall be a direct free kick awarded to the non-violating team from the place of infringement. If within the defending team’s own penalty area, a penalty kick is awarded.
C. In terms of misconduct, a player should be:
1. Cautioned (yellow-carded) for:
a. Persistently infringing upon any of the rules of the game or acting in an unsportsmanlike manner.
b. Objecting by word of mouth or action to decisions given by the referee.
10) Free Kicks
A. Free kicks shall be classified as “direct” (a goal may be scored directly against the offending side) or “indirect” (a goal can not be scored unless the ball has been played or touched by a player other than the kicker before passing through the goal). All free kicks may be kicked in any direction from the point where the infraction occurred, except the penalty kick, which must be taken from the penalty spot and kicked forward.
B. Direct free kick offenses:
1. Handling the ball intentionally
2. Holding an opponent
3. Pushing an opponent
4. Striking or attempting to strike an opponent
5. Jumping at an opponent
6. Kicking or attempting to kick an opponent
7. Tripping or attempting to trip an opponent
8. Kneeing an opponent
9. Charging an opponent violently or dangerously
10. Handling the ball by the goalkeeper outside his/her penalty area
11. Illegally charging the goalkeeper in the penalty area
12. Goalkeeper intentionally striking or attempting to strike an opponent by using the ball
13. Charging from the rear unless being obstructed. Note: All direct kicks awarded to the offensive team in the penalty area are to be taken as penalty kicks from the penalty kick line.
C. When a free kick is being taken, a player of the opposite team shall not approach within 3 yards of the ball until it is in play. A violation of this may result in a retake of the kick. The ball must be stationary when kicked, and after being kicked, the kicker shall not play the ball a second time until it has been touched by another player.
11) Penalty Kicks
A. Any infringement of rules which ordinarily requires the awarding of a direct free kick shall be punished by a penalty kick if the foul is committed by a defending player within the penalty area. The foul must be deliberate.
B. This does not apply to an indirect free kick.
C. A penalty kick can be awarded irrespective of the position of the ball, if in play at the time a deliberate offense by the defending team is committed within the penalty area.
D. A penalty kick shall be taken only from midfield. All players except the kicker. The player kicking the ball must kick the ball forward. S/he is not allowed to play it a second time until it has been touched by another player.
E. If, during a penalty kick, there is an infringement:
1. By a member of the defending team, the kick is to be retaken if a goal has not resulted. (The infringement is ignored if a goal is scored).
2. By a member of the attacking team other than the player taking the kick, the kick is to be retaken if a goal has resulted. (The infringement is ignored and play is allowed to continue if no goal is scored).
3. By the player taking the kick, a goal may not be scored and the kicker’s opponents are awarded an indirect free kick from the spot of the infringement.
F. If necessary, time of play is to be extended at end of period to allow a penalty kick to be taken. If a penalty kick is taken after the expiration of time, only the kicker may play the ball.
12) Throw In
A. When the ball passes completely over a touch line, either on the ground or in the air, it shall be thrown in from the point where it crossed the line, in any direction, by a player of the team opposite to that of the player who last touched it.
B. The thrower at the moment of delivering the ball, must face the field of play and part of each foot must be on the ground outside the touch line. The thrower may not be on the touch line. The thrower shall use both hands and shall deliver the ball from over his/her head. The thrower may not play the ball until it has been touched by another player. A goal shall not be scored direct from a throw in.
C. If the ball is improperly thrown in, the throw in shall be given to the opposing team.
13) Goal Kick
A. A goal kick is taken by a member of the defending team when the ball passes completely over the goal line (excluding that portion between the goal posts and under the crossbar), either in the air or on the ground, having last been played by a member of the attacking team.
B. The ball is placed on the ground at a spot within that half of the goal area nearest to where the ball crossed the goal-line, and is kicked in any direction from that spot. The ball must clear the penalty area, or the kick is to be retaken. A goal may not be scored from a goal kick. The goal kick is an indirect free kick.
C. Players of the team opposing that of the player taking the goal kick are to remain outside the penalty area until the ball clears the penalty area line after the kick has been taken, or the kick is to be retaken.
D. The kicker may not touch the ball a second time after it has passed beyond the penalty area and before it has touched another player. Penalty: Indirect free kick from point of infraction.
14) Corner Kick
A. When the ball passes completely over the goal line, excluding between the goal posts, having last been played by one of the defending team, a member of the attacking team shall take a kick from the nearest corner spot.
B. A goal may be scored direct from such a kick.
C. Players of the team opposing the corner kick shall not approach within 10 yards of the ball until it is kicked. Nor shall the kicker play the ball a second time until it is touched by another player.
D. Violation of this shall result in an indirect free kick for the opposing team from the spot of the violation.
15) Team captains are expected to make themselves and their team familiar with these rules. Ignorance of these rules will not be forgiven. Referees will proceed as if all players know the rules.
Ejection Policy
If a Sports Fest participant is ejected from any activity, he/she is immediately ineligible from further participation in any Sports Fest activity until the Coordinator of The Sports Fest clears him or her.
A. Unsportsmanlike behavior
B. Verbal Abuse
C. Unnecessary Physical Contact
D. Fighting (Striking or attempting to strike)
E. Threatening Behavior (Verbal) towards an official or supervisor
F. Threatening Behavior (Physical) towards an official or supervisor
G. Individual playing under an assumed name
H. Individual playing illegally on two teams.
I. Individuals playing after the consumption or suspicion of consumption of alcohol/drugs
J. Damage/Destruction of facilities or equipment
1. If at least four players are not present at the scheduled game time, the Official will declare a forfeit.
2. A speaking captain shall be designated for each team. He or she alone may approach the officials with questions. Individuals designated as coaches will be considered team players.
3.At least one female must playing at all times.
1. The game will consist of two 20-minute halves, with five minutes between halves. The clock will run continuously throughout the game until the last minute of EACH HALF. During the last minute of each half, the clock will stop during all dead balls.
2. Game time is forfeit time!!
3. Each team will be allowed three (2) time-outs per game.
4. Overtimes will be one minute in length and the clock will stop during all dead balls. Only one time-out is allowed each team in each overtime period. Time-outs not used during regulation play CANNOT be used in overtime periods.
1. During the first 19 minutes of EACH HALF, free throws are awarded for: a. Personal fouls in the act of shooting (if the shot is missed: 2 free throws on 2-point shots, 3 free throws on 3-point shots. If the shot is made: 1 Free Throw). b. Intentional fouls. c. Flagrant fouls. d. Technical fouls.
2. During the last minute of EACH half and in overtime periods free throws are taken for all fouls except player control. For non-shooting fouls, the offended team is awarded 2 free throws.
3. During free throw attempts, ALL players in marked lane spaces will NOT be allowed to move in or out of these spaces until the ball touches the rim or backboard. The free-thrower cannot move over the free throw line until the shot has hit the rim or backboard.
Complaining to officials is not allowed.
Standard volleyball rules will be followed with
some modifications:
- Each standard playing date, you play your opponent three 15 point rally games. Each night of play we will record how many games your team won or lost. You must win by 2 points. If the time exceeds 40 minutes the game is over and the team with the most points win. If there is a tie, the next point wins.
- You should have six players on the floor, but you may play with 4 or 5 and still avoid forfeiting. If you don’t have enough players by 15 minutes after the scheduled starting time, you must forfeit all three games..
- Because of the number of teams and the complexity of the schedule, no requests for changed playing times will be honored. You must play as scheduled.
- Score keeping will be done by the referee and kept by subs waiting to enter or spectators. The referee will make sure when points are awarded that the score is properly kept.
- There will be one official per court. The official will make all line calls that they can clearly see. They may request an honor call if they could not see the call. If no determination can be made as to whether a ball was in or out the point will be replayed.
- There is no limit to the number of substitutions you can make. You may either use the standard method of substitution (which means you must always replace the same player with his/her sub), or you may substitute by rotation.
- A coin flip will be conducted before the first game. The team winning the flip may choose first serve for the first and third games or choice of court in the first and third games.
- Illegal hits (held ball) will be called at the discretion of the official.
- No net antennae will be used.
-A team can only score when that team has served
Remember other basic rules-
1. A ball that hits the line is good.
2. You may not touch the net.
3. A serve that touches the net is a fault.
4. A block does not count as one of your three hits.
5. You cannot come down with your foot completely across the center line.
6. On a serve, you must stay completely behind the service line until the ball is contacted. Touching the line is a foot fault.
